Govt to go by joint committee route for Land Acquisition Bill

New Delhi: In a bid to end the stalemate over the Land Acquisition Bill, the Narendra Modi government is reportedly mulling to institute a joint panel of the two Houses of Parliament to look into the controversial legislation.

The government has already informed several opposition parties of its plan and the move could be announced this week when the Bill is moved for discussion in the Lok Sabha.

The move is aimed at allowing a fresh scrutiny of the Bill that has been stalled by a joint opposition, which has been calling it pro-industry and anti-farmer.

While Select Committees, which are normally tasked with scrutinising contentious legislations, do not have a deadline, a joint committee has to submit its report in the first week of the next session of Parliament.

The next session of Parliament – the Monsoon Session – is expected to be convened by mid-July.

The Modi government may have chosen to go the joint committee way also because its constitution would be more favourable for the government. The joint committee will have two-third members from the Lok Sabha, where the government is in majority, while the remaining one-third will be drawn from the Rajya Sabha where the Opposition has the numbers.
