Railway refund rules to change from Nov. 12

Starting November 12, the Railways will double the fee it charges for cancelation of tickets 48 hours before scheduled departure. The timings for refund of half the ticket charge before scheduled departure will also be changed. The duration for refund of ticket after departure of the train has been reduced from the current three hours to just 30 minutes.

The cancellation charges for unreserved second class tickets have been increased from Rs.15 to Rs. 30. For reserved second class tickets, the charge has been doubled from Rs. 30 to Rs. 60. Cancellation charges for confirmed tickets 48 hours before scheduled departure have been doubled too.

The Railway Ministry, in a statement, said it was amending the refund rules to “help genuine passengers and to plug the scope for misuse of ticketing activity by unscrupulous elements.” The objective of the changes was to discourage touts who sell tickets in the black market.

Under the revised rules, an additional facility has been made available to passengers. It has been decided to enable certain unreserved ticketing system (UTS) counters to function as passenger reservation system (PRS) counters. In other words, if you go to claim a refund after the PRS working hours, you can approach the UTS counters.

The time for refund of RAC and waiting list tickets has been reduced from three hours of departure of the train to just half an hour.
